How Hybrid Cloud Helps Healthcare Balance Agility and Security
Setembro 9th, 2025
Regulators, insurers and boards now ask organizations to prove their controls work.
Regulated organizations have always documented their controls. What has changed is who asks to see those controls work, and how often. Regulators, auditors, insurers, customers, and boards increasingly request evidence that a control operated as intended within a set timeframe. A policy describes intent, while a dated test, an immutable record or a rehearsed recovery shows the control in action.
Recent Gartner® research, Agentic AI, Sovereignty, Resilience: Framework to Demonstrate Control and Expose Gaps [Gartner reprint link, report available for a limited time], is available for complimentary access to the research. For organizations in banking, financial services and insurance, healthcare, oil, gas and utilities, and the public sector, three areas deserve attention first: recovery, sovereignty and provider dependence.
How do you prove a recovery claim?
Most organizations have a recovery plan, and many have automated backups. Recovering a service is a broader outcome than restoring data, because identity systems, configurations, networks and application dependencies all need to return in the right order. A recovery claim becomes credible when a recent, realistic test supports it. According to Gartner:
“For recovery claims, confidence is an assertion; dated test evidence is the proof.”

The independence of the recovery path matters as much as the test. When the identity that can change production data can also change backups, both share one point of exposure. Isolated, immutable recovery environments separate those identities, and managed recovery testing produces the dated artifacts that audit, insurance and board reviews call for.
Is data residency enough for sovereignty?
Data residency is often where sovereignty conversations begin. In production, sovereignty also depends on who administers the environment, where encryption keys are held, who provides support and from which jurisdiction, and which management systems can change configuration. According to Gartner:
“A dependency map that stops at data location therefore misses the exposure.”

For AI workloads, the perimeter grows to include prompts, embeddings, retrieval pipelines and inference endpoints. A sovereignty program that covers these layers gives leaders a clear answer when a regulator or customer asks who holds authority over the environment. Private and hybrid architectures make that answer easier to give, because the organization can own the environment, the data and the control plane while a trusted operator runs the stack.
Can you exit a critical provider?
Critical services increasingly rely on a small number of cloud and technology providers. Operational resilience rules in many jurisdictions expect regulated firms to plan and test exits from critical providers, and to show that essential services can run in a defined degraded mode if a provider becomes unavailable.
A credible exit depends on architecture. Consistent cloud platforms across private, public and on-premises environments, private interconnection that supports repatriation and workloads designed for portability all shorten the distance between an exit plan and an exit that works. Rehearsing that exit jointly with the operator turns a contract clause into evidence.
Proof across a mixed estate
Few regulated organizations run a single type of environment. Modern infrastructure, legacy platforms, SaaS applications, outsourced operations and AI systems often sit side by side, and each produces evidence in a different way.

Working with one operator across these environments simplifies the work. Controls, records and rehearsals follow a consistent operating model, so evidence stays current as systems change and a single controlled record can support several audits, renewals and customer reviews.
How an accountable operator helps
Rackspace Technology operates the full stack as one governed system, from connectivity and compute to data, applications and AI, under one operating model and one set of SLAs. Governance is built in, not bolted on, with security, compliance and observability running through every layer and 24x7x365 managed operations behind them.
For sovereignty, Rackspace delivers dedicated, physically isolated private cloud with customer-scoped control-plane components, in Rackspace data centers, customer data centers or colocation facilities. For resilience, isolated and immutable recovery environments and managed recovery testing support clean, documented restores. For provider independence, hybrid workload placement and private connectivity give organizations a practical path to rehearse degraded-mode operation and exit. Customers keep regulatory accountability and ownership of the control plane, and Rackspace takes accountability for operating the environment to agreed SLAs.
Questions leaders ask
Who should own the proof that a control works?
“Make evidence a byproduct of running and testing controls, ready before regulators, insurers, auditors, customers or boards ask for it.”
Source: Gartner, Agentic AI, Sovereignty, Resilience: Framework to Demonstrate Control and Expose Gaps, Apurva Singh, 13 August 2026.
Our perspective. Evidence is easiest to trust when it comes from the systems that run the environment. Rackspace builds recording, recovery testing and audit-ready controls into the operating model, so the organization can answer requests from a current record rather than assembling one by hand. Does a local cloud region make a workload sovereign?
“Scope sovereignty claims precisely: a local data region may not localize identity, keys, support or control-plane authority, while a locally hosted model may still depend on foreign hardware, artifacts and update channels.”

Our perspective. Rackspace designs sovereignty into dedicated, isolated environments where the customer owns the environment, the data and the control plane, in Rackspace data centers, customer data centers or colocation facilities. [Gartner reprint link, report available for a limited time.]
Can accountability be outsourced to a managed service provider?
“Accountability remains with the firm.”

Our perspective. Rackspace works within that reality. The customer keeps regulatory accountability and ownership of the control plane, while Rackspace takes accountability for operating the environment to agreed SLAs and helps produce the operational evidence that shows controls work.
