Sovereignty and Governance You Can Prove
October 26th, 2026
Strategic workload placement helps regulated organizations maintain control, demonstrate resilience and govern AI in production.
Regulated enterprises run some of the most demanding workloads in the world, from payment platforms and EHR systems to grid management and citizen services. As AI moves into these environments, leaders face a set of questions that reach every layer of the stack. Where should each workload run? Who holds authority over it? How will the organization prove that its controls work?
A new Rackspace white paper, Sovereignty and governance across the full stack, brings these questions together. It references two recent Gartner® reports, both available for complimentary access to the research, and outlines how organizations can turn sovereignty and governance into demonstrated control across infrastructure and AI.
Why has proof become the standard?
Regulators, auditors, insurers, customers and boards increasingly ask to see controls operate.

The white paper explains how organizations can build environments that produce this evidence as a normal part of operation, so proof exists before anyone requests it.
Where should regulated workloads run?
Public cloud serves experimentation and burst capacity well. When a workload involves regulated data, mission-critical services or AI that acts on production systems, platform selection becomes a control decision. Private and hybrid architectures give organizations dedicated, isolated environments with clear administrative authority, connected to public cloud and on-premises systems through private links. The organization owns the environment, the data and the control plane, and workload portability keeps a credible exit path open.
Governed AI on infrastructure you control
AI agents now act on compute, storage, backups and networks. Governing them depends on identity, isolation, observability and recovery at the infrastructure layer, which places agent governance inside the operational resilience program. According to Gartner:
“Kill switches, circuit breakers, and blast radius containment are the operational resilience tools for AI-driven I&O infrastructure.”

The white paper covers the AI capabilities that make this practical on private infrastructure, including managed private inference, model customization on an organization's own data, model-agnostic continuity, governed data foundations and Forward Deployed Engineering to take systems from pilot to production.
What this looks like by industry
Banking, financial services and insurance. Institutions need to show that critical services recover within tolerance, that critical providers can be exited and that AI-driven decisions in fraud, onboarding, credit and claims trace back to an accountable owner.
Healthcare. Health systems need to keep protected health information inside their perimeter, return EHR and clinical systems to clean operation quickly after an incident and govern AI used in care settings.
Oil, gas and utilities. Operators need to keep essential services running during disruption, segment operational technology from broader IT risk and document recovery testing for grid, production and outage systems.
Public sector. Agencies and education institutions need to keep data, operations and administrative access within the required jurisdiction and monitor compliance continuously as requirements change.
One accountable operator
Rackspace Technology operates the full stack, from silicon to outcomes, as one governed system under one operating model and one set of SLAs. Two decades of private cloud operations for regulated enterprises inform how Rackspace now runs AI in production, with the same governance, sovereignty and 24x7x365 accountability.
Questions leaders ask
Does failover to another endpoint prove continuity?
“Routing traffic to an alternate endpoint proves connectivity, not continuity.”
Source: Gartner, Agentic AI, Sovereignty, Resilience: Framework to Demonstrate Control and Expose Gaps, Apurva Singh, 13 August 2026.
Our perspective. Private and hybrid architectures, consistent cloud platforms and private connectivity let organizations rehearse degraded-mode operation and provider exit with an operator that takes part in the test.
Which resilience tests should come first?
“Prioritize rehearsals by failure consequence, the gap between confidence and current testing, and external urgency.”
Source: Gartner, Agentic AI, Sovereignty, Resilience: Framework to Demonstrate Control and Expose Gaps, Apurva Singh, 13 August 2026.
Our perspective. Rackspace managed recovery testing and isolated, immutable recovery environments produce dated results that support audit, insurance and board reporting.
